Tim Condon

Tim Condon is Chairman and Chief Executive Officer of BCAA Road Safety Foundation.  He serves as Chair on the Foundation’s Executive Committee and sits on the Strategic Development and Governance & HR Committees. Prior to joining BCAA, Tim spent more than 17 years with the Canadian Tire Corporation and, in his last role with Canadian Tire, served as Chief Strategy Officer. He was the senior executive who launched Canadian Tire’s retail banking venture, making the company one of only two retailers in the world to fully fund and operate its own retail bank. Tim has operated a number of businesses across multiple industry sectors. He ran Canadian Tire’s insurance business; led private label credit card operations, including Hamilton Discount Corporation; operated Canadian Tire’s emergency roadside assistance business; and served as President of Comp-U-Card Canada (a travel and loyalty company).

Throughout his career, Tim has remained active in the community. Currently a consulting volunteer with the Royal Canadian Golf Association, he is past President of the Board of Directors for Family and Children’s Services Niagara; a former member of the Board of Directors of the Foundation for Family and Children’s Services Niagara; and a former member of the Advisory Board for the Brock University Business School. Tim is a graduate of the Richard Ivey School of Business at the University of Western Ontario and participated in the Strategic Leadership Programme at the University of Oxford.

Dr. David Bowering

David Bowering is currently the Chief Medical Health Officer for the Northern Health Authority in British Columbia.  He serves on the Foundation’s Strategic Development Committee.  Dr. Bowering graduated with an MD from the University of British Columbia in 1970 and worked as a family practitioner in Northern British Columbia and the Yukon until 1984. He worked as a Canadian Federal Field Epidemiologist from 1984 to 1987 and obtained a Master of Health Science Degree from UBC in that year.  He has worked as a Community Physician since then. Public Health experience includes work as a Field Epidemiologist for the Canadian Federal Government, postings as a Medical Officer of Health in Northwestern BC, the North Okanagan, and Northeastern BC and as Chief MHO for Northern Health.  Dr. Bowering has been the recipient of a World Health Organization Travel Fellowship to study the delivery of rural health services in Scotland and has also traveled to China and to Australia to learn about other approaches to Health Promotion and Primary Health Care.  He has a strong interest in Health Promotion and has overseen projects related to teenage smoking and substance abuse, mens health and the prevention of childhood injuries all of which have emphasized the process of engaging with the target populations. He is currently interested in seeing a preventive, population health approach applied to the disease of motor vehicle crashes and works with a coalition of agencies in Northern British Columbia including the Northern Health Authority to help bring this about.

Dr. Ian Pike, PhD

Dr.Ian Pike serves on the Foundation’s Strategic Development Committee and is the Director of the BC Injury Research and Prevention Unit and Assistant Professor in the Department of Pediatrics at UBC. Previous to this, he held positions at the Canadian Red Cross, the Healthcare Benefit Trust and the University of Regina. His academic training is in health promotion and injury prevention, with particular emphasis on population health and the workplace. He has some 25 years experience in injury prevention and healthy lifestyle promotion, and has worked in the private, not-for-profit and academic sectors. His current research, which is funded by the Canadian Institutes for Health Research (CIHR), is a national project to develop and validate injury indicators for Canadian children and youth.  The BC Injury Research and Prevention Unit works directly with government, Health Authorities, and other organizations, all with the goal to reduce the burden of injury in British Columbia. Specifically, the Unit provides consultation, program leadership, research services and education seminars and workshops in injury prevention and healthy culture promotion.  Dr. Pike has been an invited expert participant at many health, wellness and injury prevention meetings, and is published in academic and professional journals. Dr. Pike was presented with an Award of Excellence by the Association of Worksite Health Promotion for his work in developing an industry-wide workplace health promotion and injury prevention program in the health care sector in British Columbia.

Sandra Rankin

Having spent a lifetime as a volunteer/fundraiser, Sandra made it her profession sixteen years ago working in healthcare institutions in Ontario and British Columbia.  As the founding Executive Director of the Northern Cancer Research Foundation in Thunder Bay, she set the course, building public awareness throughout Northwestern Ontario, achieving capital and annual campaign goals, and building a donor base.  For the last twelve years she has been the Executive Director of the Ridge Meadows Hospital Foundation in Maple Ridge and holds the designation of Certified Fund Raising Executive.  She is a member of the Association of Healthcare Philanthropy, Association of Fundraising Professionals, and Canadian Association of Gift Planners.  Sandra also serves on the BCAA Road Safety Foundation’s Strategic Development Committee.

Mike Riley, C.A.

Mike retired in 2006 as an senior audit partner with Ernst & Young LLP. At that time, he had over 30 years of experience in the CA profession, having worked with public and private companies in most major industries in Canada.  Mike is currently on the Board of Directors and Chairs the Audit Committees of Primero Mining Corp. a TSX listed public company and the BC Lottery Corporation.   In the not-for-profit sector, he sits on the Audit and Finance Committee and is a Director of the Vancouver Symphony Society and he has previously served on the Board and acted as Treasurer of the Heart and Stroke Foundation of BC and Yukon.  Mike is Chair of the Foundation’s Audit & Finance Committee.

Lori Satov

Ms. Satov was appointed to the BCAA Traffic Safety Foundation Board of Directors on October 20, 2010 and brings strong actuarial and financial skills to the TSF Board.  She has obtained her masters degree in Business Administration majoring in finance and Bachelor of Science with honours in Actuarial Mathematics.  Lori has obtained extensive experience in the financial field working with organizations such as Morneau Sobeco in Toronto and Vancouver and Towers Watson in Vancouver  holding positions such as Senior Actuary and Defined  Contribution  Pension Lead for the Western Canadian Region at Towers Watson in Vancouver. She taught a 4th year university course on pensions in the actuarial science program at Simon Fraser University.  Lori also Chairs the Board for the Tennyson Out of School Society and volunteers for the Minerva’s Mentoring Program.

Ted Schinbein

Ted has been with the Vancouver Police Department since 1980 serving as an Inspector in various VPD Sections since 2001 and as a Sergeant from 1998 to 2001.  He is currently serving the Foundation on the Governance & HR Committee.  In his roles he has been responsible for managing staff, working with municipal, provincial and federal governments and public and private agencies and organizations, in charge of the Motorcycle Drill Team, and has been involved extensively with employee and HR services within the Department.  He is currently the Inspector in charge of the Road Section.  Ted graduated with a Bachelor of Science (Human Kinetics) degree with honours from the University of Guelph, has a Graduate Certificate in Human Resource Management from Royal Roads University along with Strategic Planning and Management Systems Certificates from Banff Centre for Management and BCIT, respectively.  Ted serves on the Commendation Board, the Security Committee, Ethics Committee, VPD Safety & Health Committee, BC Association of Chiefs of Police-Road Safety Committee and is the VPD representative on the National Law Enforcement Safety & Health Forum.  Ted has also received several awards and commendations recognizing his many special achievements.

Terry Smith

Terry serves on the Foundation’s Strategic Development Committee.  He was Chief Coroner for British Columbia from 2001 to 2009.  Prior to becoming Chief Coroner, Terry spent 35 years in the Royal Canadian Mounted Police.  His areas of expertise are change management, risk management, and leadership training. He has extensive experience in corporate fraud investigation and spent the seven years of his career in charge of the R.C.M.P. Detachment in Surrey, B.C.  During his tenure as Chief Coroner he has led his organization in the development of a robust new database, a statistical research capability and a province-wide computerized reporting system for all coroners. This has led, in turn, to the development of an innovative new concept for the identification of workable preventative recommendations through the examination of aggregate data on common causes of death. Terry has also been responsible for the implementation of a corporate executive management structure within the B.C. Coroners Service, has overseen the complete re-write of the B.C. Coroners Act, and the implementation of new processes for Child Death Review and unidentified human remains identification within British Columbia.  With the closure of the former Children’s Commission in 2002 he assumed responsibility for the independent review of all reportable children’s deaths in British Columbia. Terry is a member of the advisory committee for the Forensic Sciences Technology Program at the British Columbia Institute of Technology.  Terry has been awarded the St. John’s Ambulance medal (Serving Brother), the Canada 125 Medal, and the RCMP Long Service Medal with gold clasp and stars.

Michael Sporer

Michael serves on the Foundation’s Governance & HR Committee.  He is a lawyer and partner in the law firm Sporer Mah and Company and teaches law courses at Douglas College in the Department of Criminology and the Legal Studies Diploma programme. He has served on the provincial executive of the Trial Lawyer’s Association of British Columbia and in 2009 was appointed by the Justice Minister of Canada to sit as a member of the Judicial Advisory Committee in British Columbia.  He is recognized as an Advocate by the National Institute for Trial Advocacy (NITA) and is involved in various non-profit and charitable activities.
